To promote digitalization throughout the public works project lifecycle, the HKSAR Development Bureau issued a Technical Circular in January 2025, mandating the adoption of the Digital Project Delivery System (DPDS) for consultancies under the Capital Works Programme with pre-tender estimates exceeding HK$15 million. This system aims to enhance consultancy delivery efficiency and strengthen quality assurance.
